We are proud to have a Board of Directors and Management Team which is truly committed to making a difference to lives of our residents. 

Our Board of Directors is made up of our Chief Executive and a group of independent, professional, people with proven senior executive experience within our sector. Collectively, the Board is responsible for the strategic planning and legal compliance of our organisation. We are proud to have a Board of Directors who are truly committed to making a difference to the lives of our residents. 

Introducing our Board

PAMELA LEONCE

Pamela is our Chairperson, bringing over 20 years experience in the housing and social care sector, most of which have been at senior and executive level. Specialising in community development, social and economic regeneration and customer services, Pamela’s background includes working with vulnerable and disadvantage groups; she is currently the Corporate Director for a national charity which specialises in offender rehabilitation services.

As well as extensive knowledge and experience within the housing sector, Pamela also advises businesses on Corporate Social Responsibility strategies and effective community engagement approaches.

Pamela has held several non-executive roles, is a member of the Chartered Institute of Housing, qualified ‘English as a Second Language’ (ESOL) tutor, a former school governor, and is a member of the British International Institute of Management.

GINA AMOH

Gina is Chief Executive of Inquilab and has worked in housing for over 30 years.

Before joining Inquilab in 2001, Gina was Director of Housing overseeing the transformation of service delivery and strategic responsibility for front line services including Housing Management, Customer Services, Income Management, Leasehold Management, Community Development, asse’t management, repairs and maintenance.

Up until late 2020 Gina was Chair of BME London – the group of 14 small and medium housing associations who work in collaboration to deliver support and services to customers and communities. During this time, Gina founded and launched Leadership 2025 – a leadership programme aimed at developing senior BME professionals within the sector.

A Fellow of the Chartered Institute of Housing, Gina also holds an MBA, is a Board member of the Guinness Partnership, and is a Member of the Homes for Londoners Board.

In 2020, Gina was named amongst the top 20 'Women in Housing: Leaders' list published by Inside Housing and placing her as one of the most inspirational women within the sector.

KATIE WILMOT

Katie is an Inquilab resident who leads our Customer (Resident) Committee which is responsible for overseeing the provision of services to our residents and monitoring resident engagement activities.

A Chartered Architect with 15 years experience in the creative and construction industries, Katie’s professional experience spans a number of sectors, including master planning, social and private housing, commercial, mixed use, and education – from concept design through to planning, technical design, and on-site contract administration.

Katie is also a fellow of the Higher Education Academy and splits her time between work in practice and education. Previously a member of Council at the Royal Institute of British Architects (RIBA), Katies has served on various committees and working groups including Architects for Change – the RIBA Equality and Diversity Forum.

VIVIEN KNIBBS

Vivien is a highly skilled and experienced housing professional with a significant track record in leading strategic business planning and organisational change to deliver business growth, increased efficiency, and excellence in customer service.

A strong leader, Vivien has an excellent understanding of Health and Safety compliance and has overseen recovery planning and delivery following regulatory intervention. She has also successfully delivered a wide range of different roles requiring a mature and insightful approach, and highly skilled financial management and controls.

Vivien is a Fellow of the Chartered Institute of Housing and works in both the Housing Association and ALMO sectors, most recently as an Interim Executive.

PETA CAINE

Peta has been in the housing sector for over 32 years working in operations and business development. Her experience includes leading Ealing Council’s Landlord Services and, more recently, as Assistant Director of Property Services for Kensington and Chelsea.

A specialist in residential property and regeneration, Peta has extensive experience within both the commercial and social housing sectors, developing and delivering business strategy and transformation programmes. Peta is a Fellow of the Chartered Management Institute.

JOHN BARR

John is Customer Experience Director at Optivo (Housing Association) which manages over 45,000 homes in South East England and the Midlands.

John has 28 years experience in the housing sector (Local Authority and Housing Association) and five years providing English language services to global businesses in Italy.

John is passionate that social housing is as much a necessity as good healthcare and education. He is driven by the ideal that (often vulnerable and disadvantaged) social housing customers should enjoy an equally positive, modern and professional customer experience as offered by the commercial sector.

GORDON MATTOCKS

Gordon is a qualified life member of the Chartered Institute of Public Finance and Accountancy (CIPFA) with over 40 years experience in public sector finance, risk management and audit.

Gordon has worked in new towns, local government, higher education and social housing. He represents the social housing sector through membership of the Executive Committee of the national trade body for housing internal audit (the Housing Internal Audit Forum) and is a member of the Audit Committees of CIPFA and the Dorset and Devon / Cornwall Police Alliance.

Gordon has worked with the social housing regulator in drafting circulars and good practice guides on internal control, is the author of published articles, and sits on a number of boards in the fields of housing, education and the arts.

​NISHA MAKWANA

Nisha is a Strategy, Performance and Governance specialist with a background in designing change for transformation programmes.

A qualified lawyer, Nisha practised treasury management before moving into the transformation spaces where her work focussed on housing providers. Nisha has over 10 years of experience in social housing and recently worked for a G15 housing association in change management before moving into management consultancy.

​PUNEET RAJPUT

Puneet is currently Director of Corporate Services for a housing association and brings a multi-disciplined experience of working across the public, private and not-for-profit sectors. A governance professional with experience in strategic leadership, organisational development, corporate strategy and ICT, Puneet has over 14 years senior management experience in social housing.


Our Senior Management Team is responsible for leading our organisation and delivering on our strategic objectives. It is led by Chief Executive, Gina Amoh. It is supported by a Leadership team comprising Head of Finance, Head of Governance, Head of Customer Services, Head of Property Assets, and Marketing & Communications Specialist.

GINA AMOH, Chief Executive

ERIC NELSON-ADDY, Director of Finances and Resources

Eric first worked for Inquilab in 2001 and left to work abroad for two years. He re-joined Inquilab as the Director of Finance and Resources in October 2009.

​LEONA MENVILLE, Director of Customers and Communities

Leona has over 20 years professional experience in the housing sector, and is an innovative housing and neighbourhood manager. Her experience spans transformation and cultural change management with a focus on strategy and delivery.

An inspirational leader, Leona is passionate about developing service excellence and driving customer satisfaction. She joined Inquilab in 2020 and is currently also Co-Chair of the UNIFY BAME Network which develops bespoke initiatives and development tools to accelerate learning and to aspire new and existing leaders from the BAME community.
